		&lt;div class='rss_texte'&gt;&lt;p&gt;We are writing to lodge this urgent appeal against persistent and deliberate discrimination and marginalisation of Turkic people of Afghanistan from political and public life and key international meetings, conferences, and seminars that are held to discuss the current situations and political future of Afghanistan. The Turkic people include predominantly Uzbeks, Turkmen, with Kyrghyz, and Kazakh etc. Turkic people make up a respectable portion of the population in Afghanistan with significant political and economic weight.&lt;/p&gt;
&lt;p&gt;Turkic people have formed the backbone of Afghanistan's economy, culture, and history from ancient times to the Ghaznavid and Timurid periods and beyond. In the past twenty years, Turkic people, Uzbeks and Turkmens, have played a major role in the democratization of the country. Yet this interwoven history and contemporary innovations in democratization is rarely acknowledged in Afghanistan's national narrative.&lt;/p&gt;
&lt;p&gt;Turkic people of Afghanistan played a tremendous role in toppling the Taliban regime in 2001 and fought bravely on the ground side by side with the international antiterrorist coalition against Al-Qaeda and terrorist groups. In the past twenty years, girls in Northern provinces all went to school and Uzbek women represented strongly as ministers in the various cabinets of the government. These contemporary contributions mark Uzbeks and Turkmen as targets in arbitrary arrests, torture, and killings by the Taliban. Since the Taliban took over in August 2021, Turkic people have faced systematic discrimination, punishments and gross violations of their human rights. Their lands and pastures have been forcibly grabbed by Southern settlers and Kuchis. They have been forcibly displaced from ancestral lands in north Afghanistan. This violent displacement supported both by the earlier Afghan government and the Taliban moves non-indigenous ethnic Pashtuns in traditional Turkic lands to suddenly and compulsorily change the ethnic demographics of north Afghanistan. Local communities who stand against this influx of settlers faced death threats and brutalities against themselves and their families. Such cruelties and gross human rights violations have rarely been recorded in the news or in the reports of international organizations. This must be addressed.&lt;/p&gt;
&lt;p&gt;Twenty years of grassroots work of Turkic people to advance Afghanistan was met with neglect from the earlier government, marginalization in society, and a critical lack of representation in politics. Turkic people continue to be deprived of access to international aid and development projects. The direct discrimination against Uzbeks and Turkmen, has left most deprived of their fundamental rights and egregiously vulnerable to socioeconomic uncertainty. Despite this neglect and deliberate marginalization, Turkic people have a strong intellectual community, civil society activists, human rights and women rights activists and dedicated politicians prepared to be involved effectively in the political, social and economic process in Afghanistan.&lt;/p&gt;
&lt;p&gt;As a consequence of persistent stagnation and inadequate representations, the situations of Uzbeks and Turkmen in Afghanistan have been intentionally overlooked by the international community. Turkic people have been blatantly ignored from key international conferences on Afghanistan held by international organizations. We are making an urgent call on the International Community, Intergovernmental and International Organizations to be inclusive of Turkic people in upcoming talks, international conferences and seminars on Afghanistan; to provide opportunities for this important part of Afghanistan's society to speak and voice the underrepresented communities and marginalized minorities.&lt;/p&gt;
&lt;p&gt;We, the undersigned, demand:&lt;/p&gt;
&lt;p&gt;&#8226;	The attention of the international community to the situation of Turkic people of Afghanistan.&lt;/p&gt;
&lt;p&gt;&#8226;	Monitor Human Rights violations against Turkic people in Afghanistan including targeted attacks and forced displacement.&lt;/p&gt;
&lt;p&gt;&#8226;	Effective participation of Turkic people in all political, economic, and social processes about Afghanistan.&lt;/p&gt;
&lt;p&gt;&#8226;	Full, effective, and meaningful representation in all talks, conferences, seminars on Afghanistan.&lt;/p&gt;
&lt;p&gt;&#8226;	Recognize the work of Uzbek and Turkmen scholars, political leaders, and analysts&lt;/p&gt;
&lt;p&gt;&#8226;	International aid and development organizations reach the Turkic people in the north to address the abject poverty that many are facing now&lt;/p&gt;

Compared to many others in so-called Afghanistan, none of them have eligibility except belonging to a particular ethnic group to have such official ranks.&lt;/p&gt;

It is while the young people from other ethnicities face systematic discrimination. &lt;br class='autobr' /&gt;
While women, mainly from the Hazara and Tajik nations, are protesting and asking the international community, those young people enjoying ethnic privilege insult them and react that the power should be in the hand of Pashtuns no matter if they are the Taliban or Ahmadzai and Karzai.&lt;/p&gt;

&lt;p&gt;The possible meeting of those so-called civil society representatives and the Taliban is now criticized by many on social media, saying that neither the Taliban nor those Pashtun women represent the non-Pashtuns, including the Hazara, Tajik, and Uzbek. Some non-Pashtun women who published videos on Facebook say that Shinkai Karokhail, and Mahbouba Seraj are not representing them. Both Shinkai Karokhail, and Mahbouba Seraj are doing business with human rights, including women's rights. A woman from Kabul says Shinkai Karokhail and Mahbouba Seraj are project women, and they work for their own benefits. The other woman from Kabul says both Shinkai Karokhail, and Mahbouba Seraj are Pashtun extremists and defenders of Pashtun rule under the name of women's rights and civil society.&lt;/p&gt;

Shinkai Karokhail has served as the Afghani ambassador under the corrupt and Pashtunist regime of Ghani Ahmadzai. It was several reports about discrimination against the Hazaras by Karokhail in the Afghani embassy in Canada.&lt;/p&gt;

The terrorist group that recently formed a single ethnic and gender government is responsible for committing systematic crimes, including the genocide of the Hazara of Hazaristan, suicide attacks, and killing and injuring hundreds of thousands of innocent people, including children and women. The terrorist group that has mixed the radical interpretation of Islam with the Pashtun anti-women traditions was enjoying the ethnic privilege facilitated by Pashtun politicians, including Hamid Karzai and Ghani Ahmadzai. For instance, they released thousands of the Taliban's terrorists because of their shared ethnic affiliation. &lt;br class='autobr' /&gt;
While Norway is hosting the representatives of the terrorist group, the critiques of non-Pashtun activists over the action of the Norwegian government has significantly increased. Anti-Taliban groups have organized several protests in front of the Norwegian embassies, and they ask Norwegians not to facilitate the recognition of the Taliban's suicide bombers. So far, the government of the terrorist group has not been recognized by the international community. On the other hand, many pro-Taliban, again from the same ethnic, wow and consider the official Taliban's invite to Oslo as steps for recognition. &lt;br class='autobr' /&gt;
Norwegian government claims that the so-called Afghani civil society representatives will also talk with the Taliban in Oslo. However, many non-Pashtun activists also criticize this, saying that the Norwegian government didn't invite any civil society activist to represent non-Pashtuns. Most of those invited are from the same ethnic as the Taliban, and non-of them can voice non-Pashtuns, including the Hazara, Uzbek, Tajik, and Turkmen. Some of them, such as Shinkai Karokhail are Pashtun nationalists and are against the equal rights of Pashtuns and non-Pashtuns.&lt;/p&gt;&lt;/div&gt;

The Afghanistan National Security and Defence Force (ANDSF) have been deployed to launch a military operation against a local resistance force under Commander Abdul Ghani Alipur following the crash of a military helicopter on 17 March 2021, which killed nine army personnel on board. Earlier this year, on 29 January 2021, Afghanistan's Commando Forces (Unit 333) drove Humvees into Hazara civilian protests in the district, killing 11 and wounding 39 civilian protesters. We express our sympathies and condolences to the families of the victims of these tragic events and call for an impartial and thorough investigation of these incidents including the circumstances that led to these preventable tragedies, and demand that those responsible be held accountable.&lt;/p&gt;
&lt;h2 class=&#034;spip&#034; id='Our-Concerns'&gt;Our Concerns
&lt;a class='sommaire-back sommaire-back-2' href='#nav69d1ed13098ae7.31802392' title='Back to the table of contents'&gt;&lt;/a&gt;&lt;/h2&gt;
&lt;p&gt;The response from Afghan government leadership and its military officials to the tragic incident of the Army helicopter crash has created considerable concerns among the local population in Behsud. On a telephone conference with the families of victims on 20 March, President Ashraf Ghani called for &#8220;revenge&#8221; for the Afghan army's deaths. Similar statements were made by other security and defense officials, some of which are very concerning. For example, in a social media post, the Commander of the 215 Maiwand Afghan Army Corps ordered the military personnel to &#8220;hunt Alipur's group members and their supporters in Kabul, highways, districts, police stations and Behsud like rabid dogs&#8221;. Such statements are deeply unsettling as they incite violence and promote extrajudicial killing in breach of International Law. With troops' deployment and the retaliatory measures underway in Behsud, we are deeply concerned about the possibility of further intensification of violence resulting in gross human rights abuses in the district. Furthermore, such language on the part of Afghan government officials is likely to incite targeted ethnic violence against Hazara civilians throughout Afghanistan. Prodromes of ethnic violence are already present on social media.&lt;/p&gt;
&lt;p&gt;We are worried that if the current tense situation in Behsud is not adequately addressed, the crisis could spark full-scale violence in the district and greater Hazara regions since the conflict in Behsud has deep historical and inter-ethnic dimensions too. The people of Behsud have been facing annual conflict with the Kochi (nomads). Despite the local population and their political representatives' pleas, the government has failed to resolve the land issues between the Kuchi and the local population to prevent disputes. Furthermore, the Taliban's attacks on the Hazara travelers on Jalriz Road connecting Kabul to central Afghanistan have been ongoing for many years and the government has been unable to provide security measures to protect the people. These factors underlie the circumstances in which Alipur's militia forces emerged as a local self-defense mechanism to protect the local population against the Kochi and the Taliban invasions of Hazara villages, as well as to protect travelers on the road.&lt;/p&gt;
&lt;p&gt;We are also concerned that the government's response to the conflict in Behsud and its disproportionate retaliatory measures could be politically motivated. We are disheartened that the former police chief of Maidan Wardak Allah Dad Fadaei &#8211; responsible for the killings, arbitrary arrests, and torture of civilians on 29 January &#8211; was recently appointed as the police chief of Laghman province instead of being held accountable for gross violation of human rights. These violations, which were confirmed by the Afghanistan Independent Human Rights Commission (AIHRC) report published on 8 February 2021 is in breach of International Humanitarian Law, in particular the obligation to not attack civilians and civilian objects. The government's decision to appoint Fedaei to another security role has seriously harmed public trust in the rule of law while reaffirming the local concerns and fears that the government's response to the conflict in Behsud is politically motivated.&lt;/p&gt;
&lt;p&gt;Given all these concerns, we are worried that the current military retaliation, particularly the use of national security forces for political purposes will result in loss of public confidence in ANDSF and escalation of violence beyond Behsud. This will further jeopardize Afghanistan's stability and security and provide opportunities for spoilers, including regional actors, to exploit the situation for their interests, and undermine a historic opportunity for a peace settlement with the Taliban. To address the existing concerns and risks we are demanding the following:&lt;/p&gt;

&lt;a class='sommaire-back sommaire-back-2' href='#nav69d1ed13098ae7.31802392' title='Back to the table of contents'&gt;&lt;/a&gt;&lt;/h2&gt;
&lt;p&gt;We urge the Afghan Government and security forces to: &lt;br class='autobr' /&gt;
Resolve the conflict peacefully instead of through military action and retaliation, which could further escalate violence and insecurity in Behsud and its surrounding areas.&lt;br class='autobr' /&gt;
Remove Allah Dad Fadaei from his role as the Police Chief of Laghman and refer his case to the judiciary for an independent investigation. &lt;br class='autobr' /&gt;
We demand that:&lt;/p&gt;
&lt;p&gt;The international community and the states engaged in Afghanistan put pressure on the Afghan Government to avoid escalation of violence and reach a peaceful resolution to the Behsud tensions. &lt;br class='autobr' /&gt;
The United Nations Assistance Mission in Afghanistan (UNAMA) office conducts independent investigations into the alleged human rights violations committed in Behsud. &lt;br class='autobr' /&gt;
States engaged in Afghanistan and the United Nations conduct an impartial investigation into the crash of the ANDSF helicopter on 17 March, including providing technical expertise and intelligence to identify the source of the potential attack and perpetrators. &lt;br class='autobr' /&gt;
We urge the AIHRC and Amnesty International to:&lt;/p&gt;
&lt;p&gt;Closely monitor the ongoing developments in Behsud and provide independent and impartial reporting to counter misinformation. &lt;br class='autobr' /&gt;
Conduct its own investigations into human rights violations, including the killing of civilians and members of the ANDSF.&lt;/p&gt;
